Adjunto los mails correspondientes a KSirc y el bug +ov.
Tras hablar con responsables de IRCnet (Jakub Vlasek), siguen pensando que la 
mejor solucion seria algo como el comando CAPAB, debido a problemas con 
clientes con versiones viejas.. El problema de esto es donde discutirlo, 
¿proto-desc?
