Hola, en la TODO, vemos:

11/Ene/01
[21:21] <DjAcE> creo que tengo un pequeqo bug
[21:22] <jcea> :)
[21:22] <DjAcE> /who #hacking x% no devuelve nada
[21:22] <DjAcE> pero si le metes el formato del who
[21:22] <DjAcE> p.e. /who #hackers x%cn
[21:22] <DjAcE> entonces si

Eso es correcto, pues hay una opción en el make config que dice:

OPERS_SEE_IN_SECRET_: Allow global Opers (O:) to see inside secret
channels [N/y/?] ?

If you specify 'y' here, then your global IRC Operators (O:) will be
able to see who is on a specified, secret channel, without joining
themselfs. This can be needed to make a reasonable judgement in the
case of a "channel takeover" being reported, while the channel is
set invite only. See doc/readme.who for more details.

Si en esta opción se dice que SI, aparecee esta otra:

LOCOP_SEE_IN_SECRET_: Allow local Opers (o:) to see inside secret
channels [N/y/?] (NEW) ?

If you specify 'y' here, then your local IRC Operators (o:) will be
able to see who is on a specified, secret channel, without joining
themselfs. This can be needed to make a reasonable judgement in the
case of a "channel takeover" being reported, while the channel is
set invite only. See doc/readme.who for more details. If unsure,
  specify 'n'.

Creo que queda aclarado el "bug".

  Un saludo :)
