[pybsddb] set_dup_compare patch

Hello.  Thanks for maintaining the Python API for Berkeley DB, it's very useful.

I'm submitting a patch adding support for DB->set_dup_compare, based off of how DB->set_bt_compare is implemented and tested.

The tests all pass on Python 2.6 and 3.1.
