Sorry, I am unable to support Windows of my own. I depend of other
people providing precompiled packages for that platform.

I am not related in any way to those webpages, thought.

The link you provided contains wheels for Python 3.7. I don't know why
are you trying to use a Python 3.6 package in a Python 3.7 installation,
if there is a native Python 3.7 package available :).

Could you possibly try to use "bsddb3‑6.2.6‑cp37‑cp37m‑win_amd64.whl"
package and report the result?.
