[pybsddb] berkeleydb 8.1.4 (and 8.1.3) released

BerkeleyDB 8.1.4 (and 8.1.3) released.

If your "pip" is modern enough, "setuptools" is automatically added as a 
built-time dependency.

If not, you MUST install "setuptools" package first.
