[pybsddb] Windows support for berkeleydb

Hi,

  I am going through the exercise of upgrading all the dependencies for our Windows-based application,
And surprisingly discovered that berkeleydb is no longer supported in Python 3.12 for Windows.

This is a key part of part application and I need to fix berkeleydb for Wiindows.
Do you have anyone else who has done this?
