Call me when clients support this.  The server already sends multiple
joins-per-line in server to server traffic.

Not as bad as you think.  It's more of a moery problem.

Oh, it doesn't break clients?  Show me a client which treats a spurious
NAMES reply as authoritative for channel members.

mIRC does.  However, its IAL is now incomplete, and scripts will be
unhappy.  Builtin auto-op/voice/ignore mechanisms are useless.

To continue the "it will break clients" tone: consider an eggdrop bot.
It recognizes people by the user at host they use.  That information is
contained in a JOIN.  It is not in NAMES.
